A week later send something like " Red or blue? I was thinking blue because it matches your eyes"
When she replies (I'm sure she will) make her gift conditional because YOU CONTROL THIS.
" Well... I was gonna give it to you when we go out Saturday but I cant decide on red or blue?"
Now you have changed the decision from "Do I want to go out with him?" into "Do I want red or blue when we go out on Sat?" and the date is implied/assumed/understood.
This is called "Choice of alternatives" and you should ALWAYS use this and NEVER NEVER ask questions in a YES/NO format.
OK, now people like shiny things. I don't know why but it's true.
Find a cheap earrings/necklace combo that kinda goes with her eyes.
Don't worry about red or blue because she doesn't get to decide.
Wrap it with a ribbon and INSIST on putting the necklace on her (mone cloud baby?) and I like to play vamp a bit with their neck while putting it on. Act like she is the most delicious thing you've ever tasted and be sure not to bomb her with halitosis. LOL
Touch her just a bit when you put it on then ABRUPTLY STOP. Don't go until she says stop or the game is UP. You be in control and stop right as she is thinking that it feels good. Minor touching not grab her tits or crotch touching. Stop BEFORE she says so and it will make her want more.

Okay... I've become less independant of the outcome. I'm going to make a little fun of her and and be as detached as possible but still exciting. But at the same time, don't you guys think she might have some attraction for me after she saw how I interacted like a boss with her social circle?
This is a case of her having a small crush on me initially but not making moves quickly enough... not her having absolutely no attraction whatsoever, so I dont think its hopeless. But either way, I'm trying to bounce this situation because I hate being toyed with even though I think I know whats going on. We'll see...
